Red light by Walmart

There is this big scandal in New Jersey about traffic delays going in to New York.  We got our own traffic delay on Highway 34 in Plano.  
When there is no traffic, I have to sit at the red light waiting for a "green arrow."  Really?  There is no traffic.  Why am I waiting for a green arrow?
I know that for "economic reasons" traffic has to sit there on Highway 34 to make it look like those stores are busy.
With the high price of gas, what about my "economic reasons" for not wanting to waste gas money?
By the way, I think Chris Christie is a better governor than most.
