According to FPD, Officer Shepard, known as "Uncle Ronnie" by most of his department teammates, spent a short period of time as a Reserve Officer with the Arcadia Police Department, and in 1983 joined the Cicero Police Department as a Reserve Police Officer until 1989. He was hired full-time in 1990 with the FPD, which had less than 10 officers at the time, according to FPD, contributing to immense growth in the department as a Field Training Officer in the 1990s.
