The federal "fiscal cliff" crisis and the new tax bill Congress passed just after Dec. 31 can be blamed for the IRS pushing back the filing date for 2012 tax returns. However, the IRS isn't budging on the April 15 filing deadline.

The shorter time frame means taxpayers who typically seek professional help may find themselves competing for their accountant’s attention.

“They’re requiring us to do more work in a shorter period of time,” Harlan Rose, president of the National Society of Accountants, told MoneyWatch.com.

The delay also has affected the mailing of W-2 and 1099 forms, which people need to have in hand so they can file even the most basic return. The forms are due to be sent out by Jan. 31, but some employers are still amending them, experts say.
