Waterloo Police Department Warns Residents About Tax Refund Email Scam
The scam claims to be from the IRS, alerting people they are "eligible for a tax refund".

From a Waterloo Police Department media release:
The Waterloo Police Department wants to warn the public about an e-mail scam involving an IRS refund.
According to Captain Tim Pillack, the e-mail states that you are eligible for a tax refund and quotes the Internal Revenue Service code. There is a link for you to access. The link then requests your personal information such as name, address, social security number and date of birth.
A closer look at the e-mail shows it was sent from "irfis" not the IRS.
The police department wants to remind everyone to never give out personal information on the Internet unless you are the one who initiates the request.
