Col. John Stuelke told the station that the incident was reported to the sheriff’s office on Nov. 13, and Justice was arrested Nov. 16 at his residence. Stuelke would not say if there were any witnesses to the incident, and declined to comment on other specifics of the case.

According to a criminal complaint, investigators recovered the saw and cigarette butt allegedly used during the incident.

Justice previously was convicted in juvenile court of third-degree sexual abuse after an incident with a 13-year-old girl on Jan. 1, 2011, KCRG reported. He spent seven months at the State Training School for Boys in Eldora before he was released to the custody of his father in Des Moines in March, according to court records.

Justice has a history of substance abuse and runaway behaviors, the station reported.

He was being held at the Linn County Juvenile Detention Center. Bond has been set at $75,000.
