As a society, we have the responsibility to set guidelines to ensure that Iowa children are given the opportunity for a good education as well as for their safety. Making the trip to the local school twice a year may be the only time anyone in the community has seen the child.
We cannot make the assumption that every parent who home schools has the ability to teach or even to be a good parent. A good parent would want the verification that they are doing a good job teaching their child equal to or better than their local school district.
