So this shutdown is exactly like every other shutdown? In previous shutdowns, most department budgets had been approved so they did not have the widespread effect that this one has. During the Reagan administration, the shutdowns were almost immediately resolved between Pres. Reagan and House Speaker Tip O'Neill. It took a couple of weeks for Pres. Clinton and House Speaker Newt Gingerich to resolve their budget issues. None of them were shut down over a law that had already passed and was being fully implemented. Republicans have so little concept on how a bill becomes a law that they thought they could actually prevent the Affordable Care Act from being implemented by shutting down the government. Can it be denied that every day there is a shutdown it is costing taxpayers millions of dollars?
