He Says She’s ‘Crazy;’ She Says He Spit On Her: Who Did West Des Moines Police Charge?

A Des Moines man charged with disorderly conduct and public intoxication after a fight at a local bar reportedly justified his behavior to police, saying the alleged victim was “yelling at him and getting crazy.”
were called to the Ladder 13 bar, 1316 Grand Ave., at 1:24 a.m. April 3. A 29-year-old West Des Moines woman complained that Ronald Proctor II, 39, of Des Moines, had “been rude to her, according to Officer Ryan Anderson’s report.
The pair argued and Proctor reportedly spit in the victim’s face with enough force that “the saliva ended up in her mouth” and tried to draw her into a physical altercation, Anderson reported.
The bartender, Jacob Johnson of West Des Moines, told police his shirt was torn when he came to the victim’s assistance.
Anderson wrote in his report that he has an arrest history with Proctor, who allegedly called the police officer “a puke” and “had some other choice words for me, as well.”

A 35-year-old woman from Corning allegedly admitted “I have a problem” after a friend who had invited the woman to be a house guest confronted the Corning woman about the disappearance of assorted jewelry with a total value of $1,687 and about 30 pills from her prescription of the weight-loss drug Phentermine. The homeowner confronted her friend, who initially denied knowledge, and then called several area pawn shops and located one of the rings. When confronted again, the Corning woman confessed.
Sally Ortgies, who works for West Des Moines Parks and Recreation, told police it will cost about $5,000 to repair bleachers at , 1620 Holiday Park Road. Ortgies told Officer Ben Woods that several pieces of aluminum had been stripped from the bleachers and bolts holding the structure together were missing.
April 4
A 25-year-old West Des Moines woman told police she is pursuing a no-contact order against her ex-husband after he allegedly posted a Facebook status update stating, “he wished he could punch [his former wife] in the throat,” according to police reports. The woman, who has full custody of the couple’s 5-year-old son, said her ex-husband has in the past threatened “to put her 6 feet under.”
April 5
A couple living on Vista Drive have asked West Des Moines Police to investigate whether vandalism to their residence door rises to the level of a hate crime. Someone used a permanent marker to scrawl “I’m a lesbo and have a kid” on the victim’s door. The woman, who has a 7-year-old son, said that she and her spouse have lived at the residence for two years and have not had any issues with their neighbors.
