Sen. Pat Ward: Jobs Program has Driven $7.4 Billion in Investments Since 2004

Legislation approved by the Senate improves effectiveness of program, which has created 13,820 high-paying jobs since in past eight years.

Economic recovery in Iowa is a top priority – and bringing new jobs to our state is a “must do” if we are going to grow.

Last week, we approved a bill to expand the program to provide project completion assistance for businesses interested in coming to Iowa or expand in our state. The Economic Development Authority works with businesses to help them make investments and create jobs in Iowa. These projects require a working partnership between the business, the local community, and the state in which everyone brings something to the table to make the project a success.

The High Quality Jobs program has been a highly effective economic development tool for Iowa. Since 2004, it has driven $7.4 billion in capital investment and incented 13,820 high-paying jobs throughout the state. Over the life of the program, the Economic Development Authority has estimated that $2 in tax revenues have been returned to the state for every $1 in tax incentives provided.

The bill we approved last week further improves this already effective program by providing for loan-based assistance to complement the tax incentives currently available under the program. The High Quality Jobs program protects taxpayers by performing due diligence on all applications for assistance and by demanding accountability from the businesses that receive awards.

I remain focused on our mission of creating career opportunities for Iowans and rebuilding our local economies. As we continue to look at ways to encourage job growth throughout Iowa, it’s critical that we have the right tools to compete. Our focus is clear and our mission of improving the job creation environment in our state is resolute. Day in and day out, I will fight for legislation that improves our economy, grows our communities and puts Iowans back to work.
