Trevillyan Files Complaint Against Rival with Iowa Ethics and Campaign Disclosure Board

The Ward 1 councilman, who has squared off against Robert Parks twice before in elections, alleges his opponent failed to file required spending reports for three years and has an outstanding debt.

West Des Moines Ward 1 City Councilman Kevin Trevillyan has filed an ethics complaint against one of his opponents in the Nov. 5 municipal election.

In his complaint filed Tuesday with the Iowa Ethics and Campaign Disclosure Board, Trevillyan alleged Robert Parks, who served on the city council for 16 years, failed to file campaign spending reports in 2011, 2012 and 2013, the Des Moines Register reports. His Jan. 1, 2010 campaign spending report showed a $3,500.67 debt to Victory Enterprises, a Davenport-based political consulting firm.

Trevillyan and Parks have a long election history. Trevillyan won his first term on the City Council in a close runoff election against Parks in 2009. In 2005, Parks squeaked past Trevillyan in a runoff election with 77 votes.

Edward Ames is also a candidate for the Ward 1 seat.

The only other contested council race in next month’s City Council election is for the at-large seat currently held by Ted Ohmart. He’s being challenged by Rick Messerschmidt.

Ward 3 Councilman Russ Trimble is unopposed in his re-election bid.

Voters will also choose between three candidates for two open positions on the West Des Moines Parks and Recreation Advisory Board. They are Joe Hrdlicka, Heather Schebel and Rick Swalwell, an incumbent.

Messerschmidt is leaving the Parks and Rec board to run against Ohmart for City Council.
