The mayor’s choice for Inspector General must be approved by Metro Council

Louisville – Councilwoman Paula McCraney (D-7) is filing a resolution on Tuesday, October 19, to initiate the process of approving Mayor Greg Fischer’s choice for the city’s first Inspector General, Edward W. Harness.

The Inspector General, along with the newly created Civilian Review and Accountability Board, will be responsible for investigating and reviewing the Louisville Metro Police Department. The term for the Office of Inspector General will be four years.

Councilwoman McCraney will sponsor the resolution on the heels of the mayor’s announcement Tuesday afternoon that he selected Harness out of three qualified candidates, which were recommended by the Inspector General search committee. Members of that committee included McCraney, Matt Golden, Ernestine Booth-Henry, and Kellie Watson.

The appointment of Inspector General requires the approval of Metro Council. McCraney, co-chair of the Civilian Review Board Work Group, intends to shepherd the resolution through the Metro Council appointment approval process.  

“Serving on the Inspector General search committee was a great honor and privilege. I was proud to join Mayor Fischer, the Civilian Review and Accountability Board members, and others from the search committee in announcing the selection of Mr. Edward Harness as the first Inspector General for the newly created oversight board.

“Mr. Harness is uniquely qualified for the IG position, having served as a police officer and police commissioner and currently the Executive Director for the Albuquerque Civilian Police Oversight Agency. Mr. Harness comes to Louisville committed to full transparency and promptness in releasing accurate, timely, fair, objective, and thorough reports. He will perform investigations and other work to make recommendations that identify opportunities to drive efficiency, effectiveness, and integrity throughout Louisville Metro Government and the Louisville Metro Police Department.

“The Louisville Metro Council must ratify Mr. Harness’s appointment. Upon the ratification, I encourage the community to join me in welcoming Mr. Harness to Louisville,” said Councilwoman McCraney.

Once the resolution is filed, it will be listed as New Business by the October 25 deadline. Councilwoman McCraney expects it will have its first reading on October 28 and then will be discussed in the Government Oversight and Audit Committee on November 2. Then it would go to Metro Council for a ratification on November 11.

 

About the Civilian Review and Accountability Board:

The Civilian Review and Accountability Board was established in 2020 to add a layer of independent review to matters involving the Louisville Metro Police Department. The new board is comprised of 11 members, each of whom are appointed by the mayor and approved by Metro Council.
