Portland Housing Authority Welcomes New Asset Manager Brian Frost

PORTLAND, Maine – The Portland Housing Authority is pleased to welcome longtime affordable housing professional, Brian Frost, as its new Asset Manager. In support of the Portland Housing Authority’s overarching mission to provide and expand affordable housing, Frost will collaborate with property managers on asset performance and risk management, as well as oversee the authority’s capital planning, green and energy efficiency planning, financial repositioning and refinancing, and internal and external compliance reporting and analysis.

“Brian comes to us with an incredible wealth of experience in the management of affordable housing financed with tax credits,” said Cheryl Sessions, Executive Director of the Portland Housing Authority. “This is crucial as we move forward with our strategic vision of converting our entire public housing portfolio to the voucher platform and repositioning our housing assets using federal and state Housing tax credits. We have an aggressive timeline, but this will still take us years to accomplish, so we are very excited to have Brian join our team.”

Frost began his career in affordable housing at the Maine State Housing Authority in 1992 and transitioned to private management in 1994. In 1996, he began working exclusively with properties financed by the LIHTC program. Prior to joining the Portland Housing Authority, Frost was Senior Vice President at Subsidized Housing Partners where he was responsible for the operations, budget preparation, financial performance, and regulatory oversight and compliance for more than 5,500 low-income housing units.

Frost holds a bachelor’s degree from the University of Maine Presque Isle and a Master of Business Administration from the University of Massachusetts at Amherst. He is a Certified Tax Credit Compliance Professional and holds the CPM designation from the Institute of Real Estate Management.
