Charges Filed in Third Crain Highway Rape: Police

Anne Arundel County Police say methods used in three Glen Burnie rapes were similar. The search continues for more victims.

A new round of sexual assault charges have been filed against a Glen Burnie man being held on a one-million-dollar bond for two other rapes in the past year in the Crain Highway area.

Steven Joseph Proctor, 52, from the 7500 block of Ritchie Highway in Glen Burnie is now charged with sexually assaulting a third woman, and Anne Arundel County Police any other victims to contact investigators.

The newest round of charges was filed after police reviewed other sex assault reports looking for links to Proctor. A detective noticed a report from June 10, 2015, that a 44-year-old woman asleep in a trailer in the 7200 block of Ritchie Highway in Glen Burnie was assaulted.

The victim told police a black man known to her as “Steven” approached her and put his hand over her mouth. He reportedly threatened to kill her if she didn’t do what he said. The man showed a knife to the victim before he sexually assaulted her.

Sex crimes detectives identified Proctor as the suspect in the third assault. He was served the arrest warrant Thursday at the Anne Arundel County Detention Center, where he remains in custody.

Proctor was charged in the most recent case with first-degree sex offense, second-degree sex offense, third-degree sex offense, first-degree assault, second-degree assault, dangerous weapon with an intent to injure, sodomy, and fourth-degree sex offense.

Police had charged Proctor in September with multiple counts of rape in two assaults that happened along Crain Highway, the more recent was reported Sept. 11 and an earlier assault took place July 12, 2014.

Evidence from a Sept. 11, 2015, sexual assault that happened behind a Glen Burnie shopping center showed the case is related to an attack a year earlier about two miles away, according to Anne Arundel County Police. In both attacks a man riding a bicycle on Crain Highway talked to the victim, then showed a weapon before assaulting the women, police say.

Around-the-clock surveillance in the area and a review of other cases led police to arrest Proctor for the July 2014 and September 2015 sex offenses.
