The news outlet said the Annapolis Police Department responded around 2 a.m. to the fight between two females near City Dock. The agency called for backup from the Anne Arundel County Police Department when the crowd gathered as the officers tried to stop the fight.
Authorities eventually took both suspects into custody, but the 17-year-old kicked and cracked the inside of the police car's windshield.
