Heroin Dealer Sentenced To 25 Years In Prison

A Baltimore man convicted of selling heroin was sentenced to 25 years in prison by an Anne Arundel County judge.

ANNAPOLIS, MD — A Baltimore man convicted of selling heroin was sentenced Wednesday to 25 years in prison by an Anne Arundel County judge. Rondell Finch, 26, of Baltimore, was convicted for possession of over 28 grams of heroin, manufacturing heroin, and possession with intent to distribute heroin.

"Mr. Finch is a predatory dealer who shows no remorse for the greater ramifications of his actions," said Anne Arundel County State's Attorney Wes Adams in a statement. "In passing this sentence, Judge Mulford sent a clear message that anyone who intends to profit off the disease of others will be met with severe consequences."

On Feb. 26, 2017, Finch was arrested on unrelated charges regarding an incident inside a hotel. The following day, hotel staff entered Finch's room to evict him from the hotel. As they gathered his belongings, the employees found a blue duffel bag full of what they suspected to be a controlled dangerous substance, according to a news release.

Anne Arundel County Police responded to the scene and seized:

  • A Ziploc bag with 200 gel caps weighing about 70 grams; 120 of the 200 gel caps were analyzed and found to contain 21.75 grams of heroin and furanyl fentanyl
  • A plastic bag with about 463.28 grams of a non-CDS white powder cutting agent
  • A digital scale with white residue
  • A knotted zip containing 10.48 grams of heroin and furanyl fentanyl
  • 2 sifters containing white residue
  • 12 white plastic capsule loading trays
  • A package containing multiple empty gel caps
  • 6 metal spoons with white powder

On Feb. 28, 2018, Finch was found guilty by an Anne Arundel County Circuit Court jury of possession of over 28 grams of heroin, manufacturing heroin, possession with intent to distribute heroin, and possession of a controlled dangerous substance: not marijuana.

Maryland sentencing guidelines recommended a sentence between 12 to 20 years of active incarceration. Finch was sentenced 25 years of active incarceration, the first five years of which are to be served without the possibility of parole.
