BALTIMORE, MD — Rains, some thunderstorms and gusty winds are expected to move into the area on Halloween to make for a dreary Halloween, the National Weather Service said in its forecast on Thursday. The agency issued a hazardous weather outlook because severe thunderstorms with damaging wind gusts are possible with a strong cold front this evening. An isolated tornado is also possible.
"Heavy rainfall may lead to scattered instances of flooding this evening," the Weather Service added.
Halloween will be mostly cloudy and breezy with rain showers that will taper off in the afternoon. Rain chances will increase from 40 percent this afternoon to 100 percent Thursday night. Thunderstorms bring chances for damaging winds — with gusts up to 31 miles per hour — and heavy rainfall.
