Voters to decide future of Baltimore's Board of Estimates (wbal.com) — Baltimore voters will decide in November whether Question F should change how the city's Board of Estimates handles contracts, budgeting, and other financial powers. The proposal could shift authority away from the board and give the City Council more say in where those powers go, with city leaders debating how best to modernize and balance Baltimore's government structure.

4. Partners in Excellence Receives $500,000 Rollins-Luetkemeyer Foundation Challenge Grant to Expand Catholic School Scholarships (archbalt.org) — Families in Baltimore City and County could see more help paying Catholic school tuition thanks to a new $500,000 challenge grant for the Archdiocese's Partners in Excellence scholarship program. Over the next two years, the grant aims to leverage $1 million in matching gifts, potentially creating $1.5 million in new aid for middle-income families across the Baltimore region.
5. Neighbors demand answers over alleged 7-month-long Essex water leak (foxbaltimore.com) — Residents along Frenchs Avenue in Essex, within Baltimore County's city-run water system, say a street leak has been spilling water nonstop for seven months despite dozens of complaints to Baltimore City. Neighbors worry about wasted water, foul odors, and dangerous winter ice, while the city's Department of Public Works has yet to publicly explain the delay.
