Based on the preliminary investigation, officials said that Block had been riding a 2007 Harley-Davidson motorcycle east on Abingdon Road when a silver minivan coming from the opposite direction turned left in front of him. He laid down his motorcycle to avoid colliding with the minivan, the sheriff's office reported.

The van continued on Windy Laurel Drive and did not stop, according to Kyle Andersen, spokesman for the Harford County Sheriff's Office.
