Cassilly Administration Finalizes Land Purchase for Combination School

45-acre Carsins Run at Eva Mar property in Bel Air will be home of new combination elementary school and Harford Academy

Harford County has finalized the purchase of a 45-acre site for a new school in Bel Air.

Located at N. Fountain Green Road, the property owned by Presbyterian Homes had been planned as a continuing care retirement community known as Carsins Run at Eva Mar. Harford County bought the land on May 29 and immediately transferred ownership to the public school system. The new school will be a combination elementary school and the new home of Harford Academy, which serves students with severe disabilities.

The new school site is in Harford’s priority funding area and is served by public water and sewer. As such, the school project qualifies to receive state funding, estimated at up to $50M.

“We are pleased to have worked with the Board of Education to identify a site that will serve our students’ needs and qualify for state funding, which will save Harford taxpayers millions of dollars,” County Executive Bob Cassilly said. “I would like to thank Superintendent Bulson and his team for their cooperation and we look forward to opening a modern new facility for children of all abilities.”

“I am thrilled with the announcement to finalize the purchase of land for our new combination elementary school and future home of Harford Academy,” Superintendent Dr. Sean Bulson said. “This milestone isn’t just about a new building; it represents our unwavering commitment to
providing the best educational environment for all our students. The students of Harford Academy hold a special place in our hearts, and this new facility will offer them the exceptional support and resources they deserve. We are excited about the future and the opportunities this new school will bring!”
