Disgraced HCPS Superintendent Speaks Out: Report
The former superintendent of Harford County Public Schools, Sean Bulson, spoke out about his firing and the events leading up to it.
HARFORD COUNTY, MD — Sean Bulson, the former superintendent of Harford County Public Schools, has spoken out for the first time since his February 2026 firing following a controversial 2024 incident in a hotel room.
Bulson made a 911 call on April 6, 2024, to New Orleans police to report school equipment missing from his room. The 911 call's transcript was later posted by the law firm Turnbull Brockmeyer Law Group on Facebook.
During that 911 call, Bulson reported a theft and said a woman was in his room and left while he was asleep, Patch reported previously. When he awoke, he discovered the items were missing. According to Turnbull Brockmeyer Law Group, the items reported stolen included phones, an iPad, a laptop, an Apple Watch and technology that "appears consistent with employer-issued devices."

Bulson recently spoke with The Banner about that night. He said he believes there was a politically motivated effort that pushed leaders to call for his resignation, including County Executive Bob Cassilly, especially as his contract was up for renewal.
“I can’t confirm I was drugged, but certain details from the evening kind of lead me to that,” Bulson told The Banner. “There’s a lot of details that are unclear.”

In an interview with the inspector general's office during an investigation into the incident, Bulson said he thought the items had been stolen and after searching his room for them, he went to the deputy superintendent's room to use Davis' school-issued phone to call his wife and then the New Orleans Police to report the items as stolen, Patch reported previously.
He told The Banner he was "fully clothed" when he woke, which proves that "nothing sexual happened with the woman in the green dress."
Bulson then contacted the school district's information technology director to disable access to the school laptop and phone. After he gave an 11 a.m. scheduled presentation, Bulson told former Harford County School Board President Aaron Poynton about the missing items
In his interview with the inspector general's office, Poynton said Bulson told him he believed he had been "rolled" in the night and that the aforementioned items might have been stolen from his hotel room. Poynton said he didn't pursue the matter further after learning that the school devices had been found in the room safe and returned to Bulson. Davis wasn't interviewed by the inspector general's office but was placed on leave. Poynton resigned, Patch reported previously.
The inspector general released a report that stated Bulson had forgotten he'd put the devices in his hotel safe and that they weren't actually missing, Patch reported.
“The hotel claimed they found them in the safe,” Bulson told The Banner. “I’ve never used a hotel safe in my life.”
Bulson said during his time at the Helm of HCPS, student achievement steadily improved across all boards. He told The Banner there was "a concerted effort to get rid of him for years."
“There was money invested in this campaign to have me removed,” he said. “I can’t identify the source of those funds, but what was done couldn’t have been done without resources to support it.”
Cassilly told The Banner that Bulson reached out to him months after the incident to explain what happened.
“A good leader wouldn’t have waited two months to offer that explanation,” Cassilly said. “Sean Bulson is gone because Sean Bulson was not a good leader.”
