Driver's Rape At Gunpoint Leads To Prison For Edgewood Man: Harford County Prosecutor
A driver was raped at gunpoint and robbed by a man she gave a ride to. He's been sentenced to prison, according to the state's attorney.
HARFORD COUNTY, MD — An Edgewood man has been sentenced in connection to the rape and armed robbery of a personal driver.
On Aug. 5, 2019, Devon Allen Odell Scott, 40, of Edgewood flagged down a woman who works as an unlicensed taxi service in her personal vehicle to earn extra money. During the trip, Scott refused to tell her a specific destination but told the victim to drive him to the Edgewood area. Scott told her to pull over on a secluded road, where he pulled out a semi-automatic handgun and told the victim she wouldn't be harmed if she performed oral sex on him, according to the Harford County Sheriff's Office.
He then took the driver's money, driver's license, cell phone and keys. Scott forced her to watch pornographic videos on her cell phone to show her what he wanted done, and hit her in the head and face with his hands. He kept the gun within reach. Scott told the victim to wait 10 minutes before leaving and he would leave her belongings at a nearby stop sign, the sheriff's office disclosed.

The suspect was identified as Scott from a photo lineup, a positive latent fingerprint match from inside the victim's vehicle and DNA evidence recovered from outside the victim's vehicle. In February, Scott was convicted of first-degree rape, armed robbery, first-degree assault, use of a firearm in the commission of a crime of violence, illegal possession of a regulated firearm by a prohibited person, wearing/carrying/transporting a handgun in a vehicle, false imprisonment, indecent exposure and theft $100-$1,500 following a jury trial.
Scott was sentenced May 12 to life in prison for first-degree rape, 25 years for the armed robbery charge without parole served consecutively with the life in prison charge, 20 years consecutive to the first two counts for use of a firearm in the commission of a crime of violence with the first five years served without parole, 15 years for illegal possession of a regulated firearm without parole the first five years to be served consecutive to the other counts, and three years' suspended for indecent exposure. The remaining convictions merged into these convictions and sentences.

Harford County State’s Attorney Alison Healey requested at the sentencing hearing that the court impose the maximum penalty allowed by law of life plus 63 years.
“We argued in sentencing that our community would be in great danger if this violent offender was ever released from commitment again. We are grateful that Judge Adkins-Tobin’s sentence demonstrates her agreement, and this sentence ensures that the citizens of our community will never have to be at risk from this defendant ever again," Healey said.
