Exploring the Use of Seclusion, Exclusion and Restraint Procedures in Schools: Harford County Special Education Citizens’ Advisory Committee (SECAC) welcomes Maryland State Department of Education’s (MSDE) Donna Riley next Thursday, September 20^th, to speak on this controversial topic at our first monthly meeting of the new school year.  Do you have a school-aged child or teen with special needs and behavioral challenges?  Do you have questions or concerns about how school staff responds to his or her problem behaviors?
