Life in Three 3-D

Moses called on the heavens and the earth to be witnesses to the covenant between G-d and the Jewish people. At the time of this declaration the Jews already had a covenant with G-d that began with Abraham and came into full effect at Mount Sinai when as a nation they were given the Torah and accepted it and all its commandments. Why then did Moses call upon heaven and earth to testify to the validity of the full national covenant, forty years after it was sealed at Sinai?
