Due to the potential for icy roads Thursday morning, the weather service issued a hazardous weather outlook, noting sub-freezing temperatures caused water to refreeze. Temperatures in Harford County are not expected to rise above freezing until 10 or 11 a.m., based on the forecast.

"Icy conditions are still possible, especially on untreated surfaces," the Maryland Transportation Authority advised after 6 a.m. "Stay alert and allow extra time for your commute IF you must travel this morning. Delay travel if you can. Be safe!"
