New Roundabout Installed Ahead of Schedule at Bel Air South Parkway and Blue Spruce Drive
Harford County installs its first modular roundabout at Bel Air South Parkway and Blue Spruce Drive, improving safety and saving $1.5M.
Harford County has completed the installation of a single-lane, modular roundabout to improve traffic safety at the county’s top crash location, the intersection of Bel Air South Parkway and Blue Spruce Drive. Roundabouts reduce the severity of motor vehicle crashes.
The modular roundabout is an example of the Cassilly administration’s commitment to innovative, cost-saving solutions for public infrastructure. Compared to a concrete roundabout, the modular project saved $1.5M. It is the first of its kind in Harford County and among the first in Maryland.
The modular units used for the roundabout were manufactured from recyclable plastic. Each square foot of roundabout reuses more than 100 one-gallon milk jugs. For this project the equivalent of about 370,000 milk jugs were reused.

The installation required extensive signage and road closures adjacent to the Festival at Bel Air and was expected to take a week to complete but was finished two days ahead of schedule, and all area roads were reopened as of Wednesday afternoon, October 29.
Extensive coordination with the State Highway Administration and area businesses helped to minimize the disruption to traffic and business operations as much as possible.

“This new modular roundabout is an important traffic safety improvement at the county’s most dangerous intersection,” County Executive Bob Cassily said. “I would like to thank everyone for their patience during the road closures and give special thanks to the DPW Highway Engineering team and our dedicated DPW crews for working so quickly to complete this project ahead of the busy holiday season.”
