Pedestrian Killed In Bel Air Crash: BAPD

A Bel Air driver was at fault in Tuesday's deadly crash on Bond Street, the Bel Air Police Department reports.

BEL AIR, MD — A woman died after she was hit by a truck while crossing the street in Bel Air Tuesday morning, according to officials. Charges are pending against the driver, police said.

At approximately 9:50 a.m., officers responded to South Bond Street at Courtland Street, where a woman had been hit by a pickup truck and dragged 40 feet, the Bel Air Police Department reported.

Myra Jacubiek, 78, of Bel Air, was airlifted to the University of Maryland Shock Trauma Center, where she was listed in critical but stable condition, police said in a statement before 1 p.m.

"Sadly, Ms. Jakubiec has died as a result of the injuries sustained in this crash," police later said, noting that investigators were still looking into what happened.

Based on the initial investigation, police said Jacubiek was in the crosswalk on Bond Street walking from Thomas Street toward Courtland Street when she was hit by a pickup truck.

The signal had just changed, and the driver of the truck may have had his view blocked by a vehicle in the center lane, which was stopped so Jacubiek could cross, according to police.

Charges are pending against the pickup driver David Blevins, 78, of Bel Air, police said. Following the crash, the Bel Air Police Department issued guidance for drivers and pedestrians regarding rules of the road.

Officers said they issued more than 200 pedestrian safety warnings and more than 20 citations to both drivers and pedestrians over the summer in Bel Air for pedestrian safety violations. The initiative was an attempt to educate people about their roles and responsibilities as pedestrians and drivers.

The Bel Air Police Department issued these guidelines on Tuesday as a reminder:

  • Drivers may not pass other vehicles stopped for a pedestrian, including at marked crosswalks or an unmarked crosswalk at an intersection.
  • Drivers should stop when a pedestrian in a crosswalk is on the half of the road where the vehicle is or when the pedestrian is approaching from an adjacent lane on the other half of the road.
  • Pedestrians must follow traffic control signals when they are provided.
  • Pedestrians should not leave a curb and walk/run into the path of a vehicle so close that it is impossible for the driver to yield.

INITIAL REPORT — A woman is in serious condition Tuesday morning after being hit by a vehicle in downtown Bel Air, according to officials. Roads may be closed in the area between the district and circuit courthouses.

At 9:54 a.m, the Bel Air Volunteer Fire Company responded to South Bond Street at Courtland Street, where fire officials said an older woman had been hit by a pickup truck.

She was flown to a regional trauma center in serious condition, the Harford County Volunteer Fire and EMS Association reported.

West Courtland Street was closed at South Bond Street, according to the association. Public safety personnel are at the scene of the crash, and the Bel Air Police Department is investigating.
