Man Arrested After Firing At Police, Shooting Neighbor: HCSO
A shelter-in-place order was lifted in Harford County after officials said a man was taken into custody.
STREET, MD — One man was arrested after raining gunfire at law enforcement Tuesday night in Harford County. Authorities allege the man fired dozens of rounds at deputies, shooting and injuring a neighbor, hitting at least one patrol vehicle and killing a dog.
The suspect has not yet been publicly identified, as charges are pending. Authorities said he surrendered after hours of negotiations.
Deputies were first called to the home in the 4500 block of Oak Ridge Drive around 7 p.m. for a report of animal cruelty and a domestic incident. Authorities said they were greeted with gunfire.

"When we got there, he was on his own [at the residence]," Kyle Andersen, spokesman for the Harford County Sheriff's Office, told Patch.
Special response (SWAT) and crisis negotiation teams converged in the area and tried to make contact with the man.

As teams arrived to assist the Northern Precinct deputies who first responded to the call, the man fired dozens of rounds and hit at least one patrol vehicle, according to the sheriff's office.
One of the neighbors was hit by the gunfire, and that man was taken to York Hospital in Pennsylvania for injuries that officials said were not believed to be life-threatening.
A dog was killed, according to Andersen.
Authorities issued a robocall ordering neighbors to shelter in place, and they closed the stretch of Jerrys Road from Oak Ridge Drive to Madonna Road, about 0.2 mile from the scene.
Members of law enforcement did not fire their weapons at all and did not use any force, according to the Harford County Sheriff's Office, which said no deputies were injured. Maryland State Police, the Baltimore County Police Department and Maryland Department of Natural Resources Police assisted Harford County officers, Andersen said.
Authorities said the suspect surrendered to deputies at 8:30 p.m. after working with the crisis negotiation team.
Charges will be filed Wednesday against the man, who was known to law enforcement, according to Andersen. It was not immediately available whether he lived at the residence and if anyone else had been there before officers arrived.
"It's early in the investigation," Andersen told Patch before 11:30 p.m., adding: "Detectives will be on scene for most of the night."

The shelter-in-place order has been lifted for the area around the 4500 block of Oak Ridge Drive, the Harford County Sheriff's Office reported before 9:30 p.m.
"There is no longer a danger to the community," officials said in a statement. "Deputies will remain on scene as the investigation continues."
Authorities initially announced the shelter-in-place order around 7:45 p.m., related to ongoing police activity in the area.
