During the advisory period, wind chills are expected to be 10 to 20 degrees below zero, and frostbite could set in within as little as 30 minutes. A wind chill advisory means that cold air and wind will combine to create low wind chills, and people must take precautions — dressing in layers, wearing a hat and putting on gloves — to stay safe outside.
Harford County's Department of Emergency Services and Harford County Executive Barry Glassman partnered with the church to provide the warming center.
