Water, Sewer Plans Show New Developments Around Bel Air
Two residential developments proposed near Bel Air and completion of the new reservoir are reflected in updates to Harford County's plan.

BEL AIR, MD — Several additions pertinent to Bel Air were added to Harford County's water and sewer plan, which the Harford County Council will consider at its Oct. 8 meeting. Every six months Harford County must update its water and sewer plans. A new plan is submitted each September and March, based on the county code.
Two development projects — the Homes at Fountain Green and Bel Air Overlook — were added to the water and sewer service plan as areas that would generate additional connections to the county's water and sewer service area. The plan was also adjusted to reflect that the Maryland-American Water Company has completed its reservoir, serving the town of Bel Air.
Part of the Bel Air Overlook development, planned on the grounds of the former Bel Air Auto Auction site, will be within the American-Water service area and will receive water and sewer service from both Maryland-American Water and Harford County.

Bel Air Overlook is slated to contain senior housing consisting of 131 townhouses for homeowners and a 70-unit mid-rise apartment complex for renters as well as a 5,500-square-foot convenience store; 12,000 square feet of retail and restaurant space, including one 150-seat restaurant; and 42,000 square feet of retail over office space.
At Bel Air Overlook, Harford County would provide water service to the residential areas, while Maryland-American Water would handle the commercial parts of the development.

Further north, near the intersection of US 1 and MD 543, a separate project — the Homes at Fountain Green — has an approved preliminary plan that calls for 72 garden apartments.
It is "likely to begin development in the next one to five years," according to the resolution before the county council. However, many residents have opposed the proposal due to traffic concerns, and County Executive Barry Glassman has said Harford County does not support the project.
The water and sewer plan fall 2019 update is on the Harford County Council agenda for Tuesday, Oct. 8.
