MONTGOMERY CO., MD — Three people were arrested for an illegal car rally in February that resulted in two police cruisers being smashed.
A release issued by the Montgomery County Police Department said the arrests involved 20-year-old Novorriya Gregory Smith Jr., 18-year-old Ayden Joseph Cline, and a 17-year-old from Laurel who was not identified.
Cline, of New Cumberland, Pennsylvania, is being charged as an adult. Police said he was "seen on the back of a police cruiser holding a lit flare."

Smith, of Lusby, was also charged with indecent exposure, as police say he pulled down his pants in front of an officer after "smashing the rear window" of a cruiser.

The February car rally initially started in Prince George's County before it crossed into the Silver Spring area and later the intersection of East-West Highway and Connecticut Avenue in Chevy Chase.
No officers were injured during the altercation.
While the 17-year-old was charged and released to the custody of a parent or guardian, police said Smith and Cline remain held without bond at the Montgomery County Center Processing Unit.
Cline and Smith both have court hearings scheduled in May.
Hermes Matewere, a 19-year-old from Laurel, was also arrested in connection to a separate car rally-teen takeover event that happened in early April.
Matewere is accused of shooting two people in the parking garage of the Kensington Safeway around 2:30 a.m. on April 4. Police said the injured individuals had taken themselves to the hospital for treatment.
Video released by police of the April incident shows Matewere approaching a large crowd in the garage before chaos breaks out and multiple individuals are seen scattering from the grounds.

Matewere is facing charges of first- and second-degree assault, reckless endangerment, and multiple firearms violations, including possession of a firearm by a minor.
He is also being held without bond at the Montgomery County Center Processing Unit. Court records show his next court appearance is scheduled for May 8.
