Police: Missing Elderly Man Wandered Away From Picnic
Lubin Phipps, 80, struggles with dementia and speaks with an accent, say police.

The police are asking for the public’s help in finding an 80-year-old man who wandered away from a picnic for senior citizens more than two weeks ago.
Lubin Phipps was last seen at about 1 p.m. Friday, Sept. 18, when he walked away from the picnic at Watkins Regional Park in Upper Marlboro, according to the Prince George’s County Division of the Maryland-National Capital Park Police.

He is described as a black man, 5 feet 6 inches tall, with a thin build (weighing 142 pounds), brown eyes and greyish, slicked-backed hair. Phipps struggles with dementia or memory impairment, the police said, and may appear confused and distressed.
Originally from the Virgin Islands, Phipps speaks with a heavy accent, the police said. In conversation, he will likely refer to the Virgin Islands.

Some of Phipps’ caretakers remember him leaving his residence wearing a blue-patterned, polo-style shirt with dark blue khaki pants and brown sandals.
