Two Charged in Murder of Columbia Man
The case of man found shot outside Columbia apartment building has been open since 2013.

Two men have been charged in the 2013 murder of a man in Columbia, the Howard County Police Department reported Friday.
Omar Oliver, 39, was shot multiple times outside his apartment in the 5200 block of Brook Way on May 16, 2013, according to police. A family member found him and called 911 but Oliver was declared deceased.

Police announced Friday that two men have been charged with murder, more than two years after Oliver’s death.
Raymond Gerod Smith, 47, of the 3800 block of Woodridge Road in Baltimore, was arrested on Tuesday in Miami, Fla., and has been extradited to Howard County, according to police. He is charged with first-degree murder, second-degree murder, conspiracy to commit first-degree murder, conspiracy to commit second-degree murder and use of a firearm to commit a felony.

Sheldon Lamart Richburg, 48, is facing the same charges. Police found him in the Maryland House of Corrections in Jessup, where authorities say he was being held in connection with an unrelated case.
Both Smith and Lamart have preliminary hearings scheduled for July 24 in Howard County District Court.
Police said that Smith was being held on $100,000 bail, while Ricbhurg was denied bail.
The morning of Oliver’s death, police said a family member reported hearing arguing and then gunshots outside his apartment in Columbia. He was found outside on the grass.
