Man Sentenced In Fatal Shooting Of Victim In His Car
A 19-year-old has been sentenced after pleaded guilty to fatal shooting a man who was sitting in his vehicle in an Ellicott City parking lot
ELLICOTT CITY, MD — A 19-year-old has been sentenced in the 2024 fatal shooting of 26-year-old Kendrick McLellan whose body was moved to a parking lot after he was shot in his vehicle.
According to the investigation, on Oct. 9, 2024, at approximately 5 p.m., Tracee Octavious Parker, 19, and co-defendant Elijah Hale shot and killed McLellan while he was sitting in his vehicle in the 5500 block of Waterloo Road in Ellicott City.
After McLellan was fatally shot, Parker and Hale moved McLellan's body and vehicle to an office building parking lot located in the 8800 block of Centre Park Drive in Columbia, court documents showed.

On Oct. 12, 2024, at approximately 2:14 a.m., Howard County Police officers spied a suspicious vehicle in that same parking lot and found McLellan dead inside.
Parker was apprehended on Oct. 15, 2024, at Howard High School where he was taken into custody on an outstanding felony warrant. At the time of his arrest, officers recovered a firearm from his backpack.

On March 19, Parker was sentenced to life in prison, with all but 45 years suspended. Parker had pleaded guilty on Nov. 13, 2025, to first-degree murder and use of a firearm in the commission of a crime of violence.
Co-defendant Elijah Hale has been scheduled to be sentenced on March 26.
