Scenes from Deadly Maryland Floods: Human Chain, Floating Cars, Road Collapse

ELLICOTT CITY, MD — Floating vehicles, a dramatic rescue and swallowed-up sidewalks were broadcast on social media Saturday in Ellicott City, where more than 6 inches of rain fell in a matter of hours.

"It looks like a movie disaster scene," Lt. Gov. Boyd Rutherford said. The lieutenant governor, who lives in Columbia, toured the area with other government officials as Howard County declared a state of emergency before midnight.

"The state is here to help," Rutherford said. "We have notified FEMA and will see if we can get some additional assistance here, but it's going to take some time to get everything up and operational."
