Suspected Drunk Driver Caused Fatal Elkridge Crash: State Police

A Hanover man may have caused a three-vehicle crash in Elkridge that killed a Baltimore man early Saturday, Maryland State Police said.

ELKRIDGE, MD — A suspected drunk driver caused a three-vehicle crash in Elkridge that killed a Baltimore man early Saturday, the Maryland State Police said.

The victim is identified as David Hartman, 37, of Baltimore. Hartman was driving a Harley Davidson motorcycle that was rear-ended by a speeding car, according to authorities. He was pronounced deceased at the scene by emergency medical services personnel.

Hartman's body was taken to the Office of the Chief Medical Examiner in Baltimore for an autopsy to determine the cause of death.

Shortly before 5:30 a.m. Saturday, Maryland State Police at the Waterloo Barrack responded to multiple reports of a multi-vehicle crash on southbound I-95 off I-895 in Elkridge. Troopers found two passenger cars and a motorcycle involved in the crash.

Investigators said Hartman's motorcycle was southbound on I-95 when it was rear-ended by a Dodge Charger. The car's driver, Elijah Jaleel Lowery, 23, of Hanover, hit the motorcycle and continued to drive at a high rate of speed and hit a second vehicle, a police report said.

The second vehicle struck was a Ford Escape. The SUV's driver, Rubicelia Medel, 47, and her 16-year-old passenger, were not hurt in the crash.

Lowery, the driver of the Dodge Charger, continued southbound I-95 for about three-quarters of a mile before pulling over onto the right shoulder. Lowery was taken into police custody and taken to the Waterloo Barrack for processing.

Investigators have determined speed and alcohol were contributing factors in the crash. Charges are pending the outcome of the investigation, state police said.
