Montgomery County Man Sentenced For Fatal Shooting At DC Bar

Robert Lowe was sentenced to 21 years in prison for killing a man during a 2024 confrontation at a Northwest D.C. bar.

WASHINGTON, DC — A Montgomery County man was sentenced to 21 years in prison on Friday for fatally shooting a man during a confrontation at a Northwest D.C. bar in 2024, federal prosecutors said.

Robert Lowe, 42, of Montgomery Village, was convicted in May of second-degree murder while armed, possession of a firearm during a crime of violence and unlawful possession of a firearm after a prior felony conviction.

His prison sentence will be followed by five years of supervised release, the U.S. Attorney's Office for the District of Columbia announced.

According to prosecutors, Lowe was at Desperados Burger and Bar in the 1300 block of U Street Northwest during the early morning hours of April 27, 2024, when he approached 43-year-old Kenneth Goins from behind and struck him in the back of the head.

The two men began fighting, and Lowe shot Goins once in the abdomen during the altercation, prosecutors said. Lowe then fled the bar on a motorcycle.

Responding officers and EMS personnel attempted to save Goins, but he died from his injuries.

Lowe was arrested less than a month after the shooting and has remained in custody since.
