It is awarded in limited numbers by state ESGR committees to employers that have been previously recognized with a Department of Defense Patriot Award, which acknowledges the support of a specific supervisor of a Guard or Reserve member.
The nomination was made by Petty Officer Matthew Bowling, who serves as a planner specializing in historic matters with Gaithersburg’s Planning & Code Administration.

“I am honored to have received this award on behalf of the City of Gaithersburg,” said Tomasello. “We pride ourselves on cultivating a workplace that allows individuals to thrive professionally while attending to their personal lives, which in Matt’s case involves dedicated service to his country in addition to many other activities. It is our privilege to continue to support those who choose military service in the Guard and the Reserve.”
ESGR, a Department of Defense office, was established in 1972 to promote cooperation and understanding between Reserve Component Service members and their civilian employers and to assist in the resolution of conflicts arising from an employee's military commitment. ESGR is supported by a network of more than 4,900 volunteers in 54 committees located across all 50 states, the District of Columbia, Guam-CNMI, Puerto Rico and the U.S. Virgin Islands.
