Not cleaning sidewalks and bus pads

What gives??? When it snows they need to clean bus pads and sidewalks with 12 hours after it snows. People still have to go to work!!! There is a lot people that do not have cars to get around......all hours of the day, mornings, afternoon, evenings. It is really sad that they say they cannot afford to clean the sidewalks, but when someone falls on the snow or ice or debris, it will be their worst nightmare or should I say a headache worse than a migraine!!!! What is it going to take for them to clear the sidewalks and the bus pads, are they waiting for a lawsuit to happen????
