The City of Greenbelt, Maryland invites you to submit a Firm-Fixed Price proposal for a financial management system. Currently the City is using Central Square’s cloud-based eFinance Plus version 5.0 and eCommunity Plus version 9 for general ledger, payroll, accounts payable, cash receipting, purchase order processing, budget preparation, fixed assets management, purchase card transaction processing, miscellaneous billing & personal property tax billings. '

The desired Municipal Financial Management Software System would be a turn-key system to provide electronic solutions for accounting, budgeting, cash receipting, payroll, fixed assets, etc., with the ability to import or export data directly to State/Federal reporting systems and with the ability to interface with other departments that collect fees including but not limited to: fees for permits, museum revenue, fees collected with Parks and Recreation transactions and fleet management. The City is also interested in additional modules for human resources, project accounting, code enforcement, building inspections, expense reporting, detailed budget reporting, work order and supplies tracking.

Instructions for preparation and submission of a bid are contained in the attached packet. Vendors must submit one (1) original with signatures and one (1) electronic version of the requirements section in Word (PDF) format. All decisions regarding this RFP shall be at the sole and absolute discretion of the City.

Any changes to the conditions and specifications will be in the form of a written addendum.

Vendor Responses to this Request for Proposal (RFP) must be submitted by close of business Tuesday, November 2, 2021. Sealed Responses to this Request for Proposal should be mailed to the address listed below and postmarked on or before the due date. Hand-delivered proposal can be received at the address below. Please note the Municipal building is currently closed to the public. Please call (301)474-1552 in advance of delivery to the building. Electronic copies should be sent directly to the email address below.
