Charles Maslin Freed After Parole Board Rules No Violation

Former Havre de Grace City Councilman was released Tuesday.

Former Havre de Grace City Councilman has been released from jail after the Maryland Parole Commission ruled that he did not violate his parole.

Police arrested Maslin Aug. 9 after photos presented to authorities allegedly showed him in the vicinity of a do-it-yourself snowball truck owned by Maslin's wife, Lori Maslin, and that attracts many children.

Charles Maslin was convicted of second- and third-degree sexual offense against a minor more than a decade ago. He was released from prison in Dec. 2007. Part of his parole requires him to have no contact with children.

He was released Tuesday after he was found not to be in violation of his parole.

"The parole commission determined that the photographs did not show him to be in direct contact with children. He will continue under supervision until that supervision expires," said Mark A. Vernarelli, a Department of Public Safety and Correctional Services spokesman.

Maslin was convicted of sexually assaulting a 9-year-old boy. He was sentenced to 15 years in prison on Dec. 9, 1997. That conviction was overturned but he was convicted a second time Sept. 23, 1999.

The Maslins run the , which was held in the weekend after Maslin was detained in August. This year's event included a featuring .

Maslin was allegedly in the vicinity of the snowball vehicle—a modified green box truck—during an event in downtown Havre de Grace last month. The photographs given to the Department of Corrections allegedly show Maslin in and near the vehicle.

Photos provided to Patch show Maslin in the front cab of the truck and standing in the vicinity of The Snowball Experience's vehicle during in downtown Havre de Grace on Aug. 5. The vehicle was located in a closed section of Pennington Avenue between Washington and St. John streets. Also located in that area were other vendors, including some family- and child-oriented displays.

It is unknown if the photos shown to Patch comprise the entire set of photos provided to authorities.

After a warrant was served Aug. 9, Maslin detained at the Maryland Reception, Diagnostic and Classification Center, a state prison intake facility in Baltimore.

In the light of the photos, Lori Maslin agreement with the City of Havre de Grace that allowed The Snowball Experience to operate at Hutchins Park on weekends through September.
