HdG Man Indicted On 30 Sex Offenses

A Congress Avenue man faces rape and sex offense charges after a relationship with a juvenile in 2018, police said.

HAVRE DE GRACE, MD — Police said a Havre de Grace man has been indicted in connection with a sexual relationship with a juvenile runaway. The girl said that the relationship was consensual, officials reported.

Matthew Lee Pinder, 27, of the 500 block of Congress Avenue, was indicted in Harford County Circuit Court on 15 counts of second-degree rape and 15 counts of third-degree sex offense.

He was recently charged in the case, which stemmed from 2018, police reported Tuesday, July 9. The charges stemmed from June 1 to Aug. 31, 2018, according to court records.

Officers became involved in the case when they were called to check on a juvenile runaway in the 500 block of Congress Avenue on Aug. 16, 2018.

She was taken to the Harford County Child Advocacy Center, where authorities said the girl told them that Pinder and his mother lived in the Congress Avenue residence, and she had sex with him on multiple occasions.

Pinder was taken into custody June 24 at the Havre de Grace Police Department, where he was arrested without incident and taken to the Harford County Detention Center. He was released on his own recognizance June 28 and is due to appear for a scheduling conference in Harford County Circuit Court on July 15.
