Man Who Drove Into HdG Police Station Found Not Competent: Report

HAVRE DE GRACE, MD — The Havre de Grace man who drove through the city's police station this spring has reportedly been found not competent to stand trial. He faces charges including attempted murder, assault, more than $5,000 in property damage and other offenses.

Police said Timothy Joel Jackson Kahl, 24, called the station and said he planned to go there and kill an officer on May 23. When officers came to investigate, they said he hit parked cars outside his home in the 400 block of Village Drive, tried to run over the officers then hit a car outside the police station on Pennington Avenue before driving through its front doors.

Kahl got out of his car and tried to attack officers, who subdued him with a Taser before he was taken to Harford Memorial Hospital for treatment, according to authorities.

The Havre de Grace police station sustained severe damage in the May 23 crash, officials said.

Kahl was indicted June 8 on 29 charges, court records show.

A hearing about his mental competency occurred in Harford County Circuit Court July 9, according to court records.

"He has psychological issues that have to be addressed," Kahl's attorney told The Aegis, which reported a finding of incompetency means people do not comprehend fully the charges and cannot assist in their own defense.

Here are the 29 charges from the indictment:

• Two counts of attempted first-degree murder
• Two counts of attempted second-degree murder
• Two counts of first-degree assault
• Two counts of second-degree assault
• Reckless endangerment
• Five counts of malicious destruction of property greater than $1,000
• Driving/attempting to drive a vehicle on a highway without a license
• Four counts of failing as the driver to stop after a crash involving an attended vehicle
• Four counts of failing to stop after an unattended property damage accident
• Four counts of failing to locate and notify owner of unattended vehicle of property damage
• Negligent driving of a vehicle in careless and imprudent manner endangering property, life and person
• Reckless driving

Kahl was denied bail May 24 and has been in custody since then. He was committed to the Maryland Department of Health's care June 16, court records show.

Another hearing is slated for Jan. 20, 2022. According to The Aegis, competency is evaluated every six months after someone is committed.
