The improvements are part of a larger vision for the city, according to Mayor Bill Martin. He said that there have been “a lot of issues” in some neighborhoods, mentioning Grace Harbour as an example during Monday night’s city council meeting. He said his hope is to pave two to three roads a year so that 10 years from now all the roads will be paved for those living on courts and residential streets in Havre de Grace.
