Montgomery County Councilman George Leventhal is the lead sponsor on expedited bill 11-12, which seeks to give the council final say on the sale of county-owned property worth more than $100,000 and leases that last three years or more or that can lead to ownership.
Leventhal's bill would also give the council domain over contractual details, “including the price or rent to be paid and any associated economic incentives.” County Executive isiah Leggett objects to that provision of the bill, saying it would amount to a "legislative veto" and runs afoul of the county charter.
