(UPDATED): Man Killed In Officer Involved Shooting In Montgomery Village

(Updated 3:51 p.m. Tuesday): MONTGOMERY VILLAGE, MD — Montgomery County Police Detectives are investigating a fatal officer involved shooting that occurred Monday night on Stedwick Road in Montgomery Village, police said.

A 6th District officer, Matthew McGowan, was investigating a call for a bike theft in the area of 10022 Stedwick Rd. just before 11 p.m. Monday. When McGowan arrived at the scene, he spoke with the complainant, Richard Alexander Tilley, 28.

Over the next 17 minutes, McGowan investigated the theft and obtained information to write a theft report, police said.

McGowan was wearing a departmental body camera that shows that as he was in the process of providing Tilley the report number, Tilley "suddenly and without provocation produced a knife and lunged at the officer with the knife," police said.

McGowan initially began to defend himself from the attack and fell on the ground while Tilley continued to assault him. McGowan then drew his sidearm, shot multiple rounds and struck Tilley, police said.

The officer immediately requested assistance, stating shots had been fired and that Fire and Rescue personnel were needed, police said.

First responders arrived and located Tilley, who was suffering from an apparent gunshot wound. The male subject was transported to a local hospital where he later succumbed to his injuries, police said.

McGowan, a five year veteran of the Department, will be placed on paid Administrative Leave while this investigation moves forward, police said.
