5 Indicted In Owings Mills Target Shooting

The shooting in Target was connected to a robbery, Baltimore County police said.

OWINGS MILLS, MD — Five people have been indicted in the shooting at Owings Mills Target in March, police announced Monday. Authorities said a lengthy investigation uncovered a premeditated robbery that a purported buyer planned using the OfferUp app.

The sale went south and ended with a shooting inside the Target store located at 11200 Reisterstown Road, and one of the five people indicted has been charged with attempted murder.

Kaneil Krashawn Vaughn, 19, of no permanent address in Owings Mills, was charged with multiple counts of attempted first-degree murder, first-degree assault and firearms-related offenses. He is being held without bail.

Police allege Vaughn was accompanying a man selling an item through the OfferUp app at Target.

The seller — Travonne Smith, 22, of the 4500 block of Creekside Circle in Owings Mills — had listed the item on the app, which allows people to buy and sell items in their local areas. He arranged to meet the buyer at the cafe in Target to finalize the sale.

Meanwhile, the buyer — Elexis Turner — had conspired with her boyfriend Deion Petty and another suspect (Ronald Williams) to rob the seller, police said.

Officials said as the seller sat with the woman in the Target cafe while she inspected the item for sale, her boyfriend grabbed Smith from behind.

When Vaughn saw what was happening, he fired a gun and hit a wall behind the seller and the boyfriend, police said.

Williams, who had been monitoring the situation from another part of the store, came over and started punching and kicking the seller with the boyfriend, according to officials. Then the shooter ran from the store, police said.

Turner took the seller's cell phone and the item he had been selling, and she ran off with her boyfriend and their accomplice, according to authorities.

The seller also ran, police allege.

Authorities said Smith purposefully told police the shooter in the March 12 incident was someone other than Vaughn, so he has been charged with obstructing and hindering as well as making a false statement to an officer.

The three who conspired to rob Smith were charged with robbery, second-degree assault, misdemeanor theft and conspiracy to commit robbery:

  • Deion Larmont Petty, 23, of the 3300 block of East Northern Parkway, is being held without bail.
  • Elexis Milahn Turner, 21, of the 2800 block of Parkview Terrace, has been released on bond.
  • Ronald Anthony Williams, 26, of the 9400 block of Fitzharding Lane, Owings Mills, was denied bail.
