OWINGS MILLS, MD — A 39-year-old man is facing years in prison for operating an assisted living facility without first securing a license.
A release issued by the Maryland Attorney General's Office identified the owner and operator as Daquan Dwight Thomas, of Owings Mills.
If convicted of operating an unlicensed assisted living program, which is considered a felony in Maryland, Thomas faces up to five years in prison and a fine of up to $10,000.
The facility at the center of an indictment is Aim to Inspire Care Forever, which is located at 2111 Garrison Blvd at the Walbrook Junction.
Charging documents in the case state that Thomas applied for a license in January 2025 with the Maryland Department of Health's Office of Health Care Quality. However, by January 2026, his application was rejected.
Despite not having a license, a visit to the site by city and state authorities on March 30, 2026, revealed the facility was housing residents.
All residents were later either relocated to a hospital or a licensed assisted living facility after the Baltimore City Fire Marshal ruled the property was unsafe to occupy.
The facility previously came under the microscope through a Spotlight on Maryland investigation that saw the Maryland Department of Health issue an emergency suspension against the site, Fox 45 reported. A resident at the facility told the outlet that he feared speaking up would leave him without housing.
