The charges stemmed from an incident that allegedly occurred on Feb. 28.
Muniz had fled to Pennsylvania after authorities said he tied an electric cord around a black-and-white bully breed dog, attached him to a leash and cinder block, then put him in Liberty Reservoir, according to the Carroll County Times, which reported that the dog, named Gus, belonged to the ex-girlfriend of Muniz.
