Owings Mills Bank Manager Accused Of Accepting Free Lunch: Maryland Attorney General
An Owings Mills businessman who took kickbacks has violated an order restricting his activity in the mortgage industry, officials allege.

BALTIMORE, MD — The manager of a bank in Owings Mills may be found in contempt of an order limiting his involvement in the mortgage industry.
Businessman Gary Klopp is the branch manager of Peoples Bank at 90 Painters Mills Road. He settled allegations in 2015 that he received kickbacks for referring clients to a now defunct title company (Genuine Title in Owings Mills), according to the Maryland Attorney General.
As part of the settlement, Klopp was only allowed to participate in the mortgage industry as a human resources or personnel manager, the attorney general reported.

According to a new complaint filed this month, Klopp has been working for Peoples Bank and dealing directly with mortgage lenders in matters related to loan closings, which is in violation of his settlement order.
In addition, the attorney general alleges that between 2015 and 2016, Klopp accepted more than $5,000 in free lunches from one title company; and he failed to disclose he has an address in California, among other violations.

“We cannot allow someone who engaged in an illegal kickback scheme to again disregard the law by violating a court order,” Maryland Attorney General Brian Frosh said in a statement. “Court orders must be respected and anyone who ignores the court must be held accountable.”
