Owings Mills Grocery Store Sprayer Charged With Assault: Police
Authorities say they have identified the man who sprayed women with something that made them dizzy while they shopped in Owings Mills.

OWINGS MILLS, MD — A Randallstown man has been charged with assault in a series of grocery store incidents in Owings Mills. Officials allege he sprayed a nontoxic solvent on women at Giant, Walmart and Wegmans that in some cases made them feel dizzy.
Terrence Leroy Devillasee, 38, of the 9600 block of Orpin Road in Randallstown, was served with a summons charging him with three counts of second-degree assault, court records show.
Investigators said he followed women at grocery stores and pointed out something on their legs.

Police first released information about the man in September after two women reported he sprayed a substance on their legs that made them dizzy.
Since then, officials said two additional cases were discovered in the series, which began in June and continued until early September.

Police said the first case was June 11 at Giant in the 10200 block of Mill Run Circle, and the next was Aug. 5 at Walmart in the 9700 block of Reisterstown Road.
Then a woman told authorities a man had approached her at Wegmans in the 10100 block of Reisterstown Road and pointed out a substance on her pant leg Sept. 9. After she touched it, she felt dizzy, according to authorities.
Just the day before — and less than 2.5 miles away — a similar incident occurred at another grocery store. On Tuesday, Sept. 8, officers were called to the Giant in the 10200 block of Mill Run Circe, where a woman had been approached by a man claiming she had something on her pant leg.
Surveillance video from Giant showed him spraying the substance on her pant leg and following her throughout the store, police said. When she touched the substance, she felt dizzy. Afterward, he followed her outside, but she made a scene, and he left the area, police reported.
Investigators said they were able to identify the suspect with assistance from women who came forward following the report in September. Devillasee was issued a summons Wednesday, Oct. 21, court records show.
"The Baltimore County Police Department would like to thank these women for coming forward with information that ultimately helped to identify and charge the suspect in these very personal cases," police said in a statement.
A court date in the case has been scheduled for Jan. 21, 2021.
